Fernando de Rivera y Moncada was commander of all the troops in California at the time of the Anza Expedition. As such, even though he was a captain and Anza was a lieutenant colonel, he was Anza's commanding officer while in California. Although he had orders from Viceroy Bucareli to cooperate with Anza in establishing a presidio and two missions at the Port of San Francisco, he refused to do so, probably partly out of jealousy because Anza had been given the commission to colonize the Port and not him.
